The federal government established a Coronavirus Local Fiscal Recovery for local governments as part of the American Rescue Plan Act of 2021 (ARP). As a result, the City is receiving $6.6 million in ARP funds to respond to the public health emergency and impact to communities caused by the COVID-19 pandemic, and to make investments in infrastructure.

Of the total amount to be received, the majority of the funds ($5.1 million) was dedicated to infrastructure improvements; the rest of the money was pledged to a variety of programs to address community needs. The City has allocated $300,000 of ARP funds to nonprofit organizations serving the City. 

This ARP Fund Plan was prepared with the assistance and input of a committee established by the Mayor of the City of Goshen, which included members of the City of Goshen administration, Common Council, Clerk Treasurer and other members of the community. This ARP Fund Plan shall not be effective unless and until it is approved by the Common Council of the City of Goshen. This ARP Fund Plan may be amended by the Common Council at any time to comply with Section 603(C) of the ARP and any official guidance issued by the United States Treasury Department.

Local nonprofits can now apply for a grant—applications are due March 15.
