The City Planning Department is available to assist and serve the community. The Planning Department creates zone districts to promote orderly development and preserve property values. A zone classification establishes what uses are permitted on a specific tract of land. Goshen has several different zoning classifications. Check with the Planning Department for the zoning classification of your property.

The Plan Commission normally meets on the third Tuesday of each month at 4:00 p.m. See previous & current meeting information for Plan Commission here.

The Board of Zoning Appeals normally meets the fourth Tuesday of each month at 4:00 p.m. See previous & current meeting information for Board of Zoning Appeals here.

Both meetings are held in the Council Chambers, Goshen Police and Courts Building, 111 E. Jefferson Street, Goshen, Indiana.

Comprehensive Plan

The City of Goshen’s Comprehensive Plan & Community Vision, “Uncommonly Great Goshen 2025”, outlines ten-year visions and goals for Goshen in areas such as land use, neighborhoods and housing, economic development, community services & facilities and transportation.

A Comprehensive Plan amendment on October 9, 2018, adopted the Elkhart and Goshen Bicycle & Pedestrian Master Plan as part of the Comprehensive Plan, with the Goshen Bicycle & Pedestrian Master Plan Executive Summary.
